I want three layers: a high-level announcements area, a getting-started space for onboarding and first-week questions, and a deeper implementation/support section for integration and deployment topics. Does that feel too fragmented for a small community?

That split is solid. Keep the top-level navigation small, but let the child categories do the specific work. We have seen that communities stay healthier when release notes, onboarding, and deeper troubleshooting do not all pile into one feed.
